剛剛，國(guó)際電氣和電子工程師協(xié)會(huì)（IEEE）公布了 2020年新晉 Fellow 名單。
在新增名單中共有 282位學(xué)者入選，其中 79 位華人學(xué)者（占總?cè)藬?shù)的28%），來自中國(guó)的學(xué)者有 37 位。
IEEE，全稱“電氣和電子工程師協(xié)會(huì)”（Institute of Electrical and Electronics Engineers），是美國(guó)的電子技術(shù)與信息科學(xué)工程師的協(xié)會(huì)，也是世界上最大的非營(yíng)利性專業(yè)技術(shù)學(xué)會(huì)，致力于電氣、電子、計(jì)算機(jī)工程和與科學(xué)有關(guān)的領(lǐng)域的開發(fā)和研究，在航空航天、信息技術(shù)、電力及消費(fèi)性電子產(chǎn)品等領(lǐng)域已制定了900多個(gè)行業(yè)標(biāo)準(zhǔn)，現(xiàn)已發(fā)展成為具有較大影響力的國(guó)際學(xué)術(shù)組織。其會(huì)員人數(shù)超過40萬(wàn)人，遍布160多個(gè)國(guó)家，其中50%以上來自美國(guó)以外地區(qū)。
IEEE Fellow為該協(xié)會(huì)最高等級(jí)會(huì)員，是IEEE授予成員的最高榮譽(yù)，每年由IEEE同行專家在擁有高級(jí)（senior）或終身（life）等級(jí)的會(huì)員中評(píng)選，當(dāng)選人需要對(duì)工程科學(xué)技術(shù)的進(jìn)步或應(yīng)用作出重大貢獻(xiàn)，為社會(huì)帶來重大價(jià)值。當(dāng)選人數(shù)不超過IEEE當(dāng)年會(huì)員總?cè)藬?shù)的1‰。由于每年當(dāng)選的IEEE Fellow數(shù)量較少，因此當(dāng)選的科學(xué)家基本都是在科學(xué)與工程技術(shù)領(lǐng)域內(nèi)取得重要成就的杰出科學(xué)家。
本屆新增 IEEE Fellow中，共有149位來自北美洲（其中 135位來自美國(guó)，14 位來自加拿大），69位來自亞洲及太平洋地區(qū)，62位來自歐洲，拉丁美洲只有 2 人，而非洲則沒有入選人員。
從上圖中，我們可以看出在美國(guó)本土內(nèi)，西部地區(qū)聚集的電氣和電子工程的優(yōu)秀人才更為充沛，相對(duì)來說，東部和西南部則略弱一些。
作為對(duì)比，亞洲及太平洋地區(qū)的入選人數(shù)與歐洲相當(dāng)且略多。如果從南北半球來看，則新增IEEE Fellow絕大部分來自于北半球，再具體一點(diǎn)，共有 6 位來自澳大利亞（見下面國(guó)家分析），2位來自巴西，1位來自阿爾及利亞（北非）。
我們統(tǒng)計(jì)了來自不同國(guó)家及地區(qū)的新增 Fellow 人數(shù)，其中美國(guó) 135 人，其次是中國(guó) 37 人（大陸地區(qū) 23人，臺(tái)灣地區(qū) 7 人，香港地區(qū) 6 人，澳門地區(qū) 1 人）。
從圖中可以看出，除美國(guó)外，電氣、電子工程的優(yōu)秀人才主要集中在中、加、英、德、韓、日、意等國(guó)家。
為了便于我們了解，IEEE Fellow在中國(guó)地區(qū)的分布，我們統(tǒng)計(jì)了不同城市或地區(qū)的數(shù)據(jù)，如下圖所示：
從中我們可以看出，大多數(shù)電子、電氣優(yōu)秀人才還是集中在北京地區(qū)；而臺(tái)灣和香港也有著不錯(cuò)的人才匯聚；其他地區(qū)新增IEEE Fellow則相對(duì)比較分散和隨機(jī)。
本屆入選華人有 79 位，來自全球各地。其中大多數(shù)是在美華人，約32位，其次是來自大陸地區(qū)（23位）、臺(tái)灣地區(qū)（7位）、香港地區(qū)（6位）。
由于IEEE 2020 新增 Fellow中華人并「不太多」，入選學(xué)者在各單位分布相對(duì)比較零散，沒有出現(xiàn)扎堆現(xiàn)象。例如，清華只有兩位，北大也僅有一位。
